Although Fox News is generally the most-watched cable news network, it is difficult to answer this question, since TV ratings focus on "dayparts"-- hours in the day when people view their favorite programs, as well as the total number of viewers; the measurements also look at "demographics"-- the age groups that watch a certain program. It should also be noted that compared to the broadcast network newscasts (NBC Nightly News, for example), both Fox and CNN have much smaller audiences-- the average audience for the NBC Nightly News is 7.5 million viewers, for example.
