Channel 4 (The UK's fourth television channel) began broadcasting scheduled programming on November 2nd 1982. Until that time, the only television channels in the UK were two BBC channels, both public service channels without commercial advertising of any kind on the channels, and ITV, a channel that was franchised to several regional operators but was run as a national channel.

Channel 4 was and still is publicly owned but unlike BBC, 4 carries commercial advertising.
