The website Deviant-Art did join in the SOPA blackout, as well as several of their members. Some members even created their own avatars to represent how they felt about the blackout.
When one enters the Deviant Art website, there should be a search icon whereby one can select the criteria, including the name, of the artist one is searching for.

Deviant Art is a place to upload images, not create them. To upload an image, you must first have an account. Then, at the top toolbar of the website there will be a downwards arrow next to your account name. Click it and hit "Submit Deviation." It will take you to a page with steps on what to do, but click the "Add a File" button to add an image from your computer.
The word deviant means different, unique, or strange. Deviant also may be short for deviantart.com, a website which allows artists from all over the world to post their art (whether sketches, paintings, photographs, or digital art, etc.) and receive feedback from other users. There are also forums and a place to shop for art.
