The system isn't perfect. I don't know the details, but it probably looks for keywords in your question and stuff.

There is no easy way to merge categories at this time. If you think that two categories should be merged, you can write to WikiAnswers @ Answers.com (without spaces) and request it.Another possibility is that you have run into a "mirror" category, where the same category with the exact same questions shows up in two different places within our category tree. We do this sometimes to make them easier to find if they are popular in different areas.

Sometimes it can take a while. There are over 7,000 categories, and who knows how many questions. What I would suggest is to rephrase the question and ask it again. Make sure to categorize the question under the best category/categories [up to 3], that it would fall under.
Probably millions ! The system suggests categories according to the wording of the question. Sometimes that may result in the question being posted in the wrong section, and needs recategorizing.
