A good way to pick out a bad site from a good one is to get Mozilla Firefox and once installed go to this site https://addons.mozilla.org and go to security section and click most popular in top right corner and scroll down and find WOT (Web of Trust). It has a green circle that means good and that circle turns from green to red to show how good or bad the website is.

I would just look for the most seemingly reliable, accessible site that offers free cursors. I don't know of any specific sites that are safe and offer free cursors, however, I have had previous experience with this and was successful in finding a good program with a wide variety of interesting cursors.
