When you see one you like copy/paste the name into the shop wizard ( http://www.neopets.com/market.phtml?type=wizard ), select "identical to my phrase" and search. You can then buy the background from one of the shops.
(Note: on the page that the first link takes you to, you can un-check the box on the side to see NC items, but you have to pay real money to buy them).
