Country code +1 (dialed as 00 1 from many places) is North America, including USA, Canada, and 18 assorted island countries and territories in or near the Caribbean. The 7 is the first digit of a 3-digit area code; you need the full area code to be specific. For example, +1 701 is the US state of North Dakota, +1 780 is northern Alberta, Canada, and +1 758 is the Caribbean nation of St. Lucia.

(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but North America (USA, Canada, etc.) uses 011, Japan uses 010, Australia uses 0011, and many other countries use different prefixes.)
