In 1919 Edward Bullard patented a "hard-boiled hat", made of steamed canvas, glue and black paint. The US Navy commissioned Bullard to create a protective cap for shipyard use, the first widespread use of hard hats.

Construction worker hard hats were used in 1931 for workers on the Hoover Dam, and in 1933 for the Golden Gate Bridge.
