You can DM all people on Twitter. The problem with DM'ing some people is because they have not yet followed you. Until a person follows you back you will remain unable to DM them. Once they have followed you back you can do both public (@) and private (DM) conversations. Unless, of course, they stop following you for whatever reason. The moment they do that you no longer will be able to DM them. Good reason to maintain Twitter etiquette and playing nice on Twitter else you be unfollowed. Or worse, even blocked. If you receive to many blocks your Twitter account can actually be suspended. All part of the way the world works on Twitter.
When you follow some on Twitter you're automatically added to their followers list. By going to their Twitter page and clicking on "followers" your username will appear among the followers with "that's you".

Taylor swift has many fans and she loves them all. it is not said how many fans there are but from statistics there is about 50 million fans
I'm pretty sure there isn't a limit because some celebrities are following over 100 000 people. But if you follow many people at once (I'm not sure what the hourly limit is) you will have to wait an hour until you can follow any more.
You only receive follower requests if you have protected your tweets. This means users can send you a request to follow you. You can choose to accept or deny the request. If you accept it then that user will be able to follow you and view your tweets.
There are many answers to this question, first of all its not always good to have so many followers, because there are many creepy people out there. But some good ways to gain followers is to follow basic celebrities and RT (retweet) their tweets or tweet about the trending topics so people can see your tweets more. Yes there are heaps!! But you have to be careful- most of them are fake (just trying to get a lot of followers.) Some real celebrities use the verified account badge on their pages, but not all.

The main purpose of Twitter is networking and making contacts, some of which might be interesting in your product, or they might be interested in telling their friends about your product. Create a Twitter page for you business... in the BIO- explain what the business is and what products you sell, and put your website URL in the website URL box. Create some tweets, but don't try to sell your products right away. Get some followers (searching or using tools like Twellow) and interact with them. Tweet content, not just "Buy my product". If you are interested in learning how to use Twitter for a business, then check out the book "The Tao of Twitter" by Mark Schaefer on Amazon. It is very helpful and a short, easy read. It will tell you how to effectively use Twitter!
People you follow on Twitter don't receive a notification when you follow them because Twitter does not alert users about new followers by default. Notifications are typically reserved for interactions like mentions, retweets, and likes. Additionally, some users may have their notification settings adjusted to minimize alerts. This design helps streamline the user experience and reduce notification overload.
