Why cell phone comany provide a promotion and gimmick to the customer?

so they can lock you into a plan or at the least have you as there provider. even if its a cheap plan its money that there compettion doesnt get.there not loosing any money when they give you a phone for 99 cents beacuse thell get all the money with the plan ,so if the plan is also cheap its a win win.
