The "exact" same question cannot be asked, because the system doesn't allow duplicates. However, very similar questions sometimes get asked because the folks asking questions don't use the Search feature to check and see if a similar question has already been asked.

Luckily, on WikiAnswers it is possible to merge questions together, so when new questions come in, the best first thing to do (for people who have the power) is to edit the question and make sure it doesn't have any grammar errors and that it makes sense. When we do this, it often triggers a merge, and we can get someone's new question answers by merging it into an older one that already has a good answer.

Only if you are vandalizing the site. Otherwise, most people aren't going to track a good answer to find out where it came from. But supervisors look for bad answers and bad questions and if someone does it more than once or twice, they will be blocked.
