These are CCITT-R1 Multi-Frequency digits, which are different from regular touch-tone phone digits, that are put on master tapes (which are meant for duplication) to signal the duplication machines with information about the video such as audio levels, length, and other miscellaneous information. This is necessary to make the tape have better quality. But other duplication equipment didn't use these signals, and had other ways of programming the equipment per video.
