Brown often means there is iron in the water. One way to help control iron is by using a spa ozonator. Ozone is a powerful micro-flocculant; that means it sticks tiny particles of metals, etc. together until they get so big that your filter can finally catch it and keep it out of your spa water.

Once you have a working ozone generator installed, the spa water will look very cloudy for the first 24 hours as it goes through the micro-flocculation process. DO NOT SHOCK when this happens or the clumps will redissolve into tiny particles again and the process has to start all over again. CLEAN YOUR FILTER regularly in the first few days.

If you do have hard water, it is also critical to inspect your injector to make sure it's not clogged and preventing ozone from getting into the spa water. If there are no bubbles entering the spa (should look like champagne), that's an indicator the injector has indeed clogged.

What causes brown water only when you turn the hot water on on the other side of the house The hot water in the kitchen above the hot water heater is always clear had a recirc pump installed in line?

This is a sign of residue in the hot water pipes. i guess at your part of the world, you must be using corrosive type of water pipes. The heat in the water helps oxidization of the inside of pipe and when the same pipe is not used to transfer of water in the pipe, existing water in the pipe caused corrosion so when the tap is opened after a while, the water that comes out is brown. To avoid this, you need to use the tap more often to stop the brown build up inside the pipe.
