I may be wrong, but you should be able to download any number of free or very-low-cost GPS apps, and it shouldn't be necessary to get your service provider involved in any way. I have either 4 or 5 of them on my phone, that I use for both my work and my hobbies, and I never needed to trouble my service provider for any of them.
