Why is there a separate app for youtube kids if all of the main app is supposed to be kid friendly?

According to the app store, the main YouTube app is rated T for Teen (may not be suitable for children under the age of 13) whereas the YouTube kids app is rated E for everyone. So I'm not sure that the main app is advertised as necessarily kid-friendly.
