There are a number of possible causes. First, make sure that the telephone is securely plugged into the jack, and that both ends of the telephone wire from the cable modem to the telephone jack are plugged in properly. Then make sure that the coaxial cable is securely plugged into the cable modem and that the cable modem is plugged in and receiving power. The next step is to unplug the electrical power from the cable modem for about 30 seconds and then plug it back in. If none of those steps resolves the problem, then you will have to call Comcast from another phone for further instructions.
For outgoing Comcast phone calls. Dial *82 before you dial your intended number to unblock your phone number for one phone call.
If a phone is in a business, all you usually have to do is dial '9' and wait for a regular dial tone.
In general, you will always have a dial tone when you are calling from a landline phone, but never from a mobile phone.

Pick up your phone, wait for the dial tone. Then dial *67, wait for the dial tone sound to like cut out twice. Not a beep but no actual sound for appxroximately 1 second each, one immediately after the other. When the dial tone resumes, make your call. This is a per call type of thing. In other words, YOU control who sees your number. Do this for every 'annonomous' call you want to make.
