Why isn't my cell phone charging when plugged in?

Possible items to consider:
- the charger is not plugged in,
- the phone battery is old and no longer accepts a charge,
- the batteries are installed backwards.

The easiest way to answer this is to describe how a battery works. When you charge a battery it adds the electrical charge to a chemical mix of acids and metals inside the battery. Over time the chemicals are consumed or metals eroded.

To get a good battery life I suggest having two batteries and a base charger. Charge your battery FULLY in the base charger then put it into your phone. Then put the second battery into the charger. ONLY switch the battery when the one in the phone is FULLY EMPTY and remove the battery from the charger when FULLY CHARGED. In this world of on-line auction sites you can pick up spare batteries and chargers for mere pennies, literally.

Could be a variety of reasons: 1) the charging unit has failed; 2) the charging unit is not plugged in to a live outlet; 3) the battery in the phone can no longer accept a charge. Batteries wear out after so many discharge and recharge cycles and have to be replaced eventually. If you have a voltmeter check for voltage output from the charging unit.
