Why won't twitter let me make an account?

I have not hit a block limit as I am only following 54 people, as well as this I am unable to favourite, retweet, or tweet my own things. Messages are being sent out to people who follow me which I am not sending. I had this problem on an old twitter account which I deleted and made a new one using the same e-mail address. Have I been hacked? I don't see how that would block me from following or tweeting people. It is getting really frustrating and I don't see why these kind of things are always happening to me.

if your on a iPhone like me you would see the sign in at the top right corner and then there will be a place where it says "Sign Up" and click on it, after you have to choose what thing you want to help use this like Facebook, Twitter, Myspace ect.. then you just have to fill out everything else you need to and it should work

You may not be old enough you have to be 10 years old at least!
