There are probably several reasons:
Personally - I would say never ! Children bully each other - the phone could get stolen, or another child could simply grab the phone and use it for their own calls !
I think a child should defiantly have a cell phone by the time they are in secondary school. Ten or Eleven would be a good age...
There is no "better" or "worse" time for a child to get his or her first phone, persay. It all depends on the responsibility of the child and whether or not they would be able to handle not losing the phone, giving their number to trustworthy people, etc. The average time for a child to get a phone is usually in middle school - 6th, 7th, or 8th grade.
They shouldn't HAVE their phone in school ! You're in school to LEARN - not waste lesson-time on your phone. Still - don't worry - McDonalds will ALWAYS need toilet cleaners when you fail your finals !

It honestly depends on what was allowed to be with me. If i could take anything it would be my Cell Phone. I would bring that because then i can call someone and tell them to come and get me. I would use my GPS function on my phone to have them find me. If i bring my phone then i would bring of food and warm clothes or cool clothes depending on where i was
As a teenager, I believe that a kid should be at least 13 before they get a phone in their room. However, if you already have home phone there is really no reason why a kid would need a personal phone for their room, because you already have a home phone that they can use. If your concerned about cell phones, the best age would be when they finish middle school or start high school. If your child is in a lot of after school activities, then a cell phone would be a good thing to have to know where your child is and to be able to communicate with them.

It depends on the parent, if i were you i would teach your child responsiblity before you give him the phone, When you think he is responsible enough to use his/her phone. Give it to your child.

That cell phone is private property and they have to return it. They can prohibit anyone from having a cell phone during school hours. And if there really was an emergency I'm sure the Principle and other teachers would help the child to a phone. Just like they did before cell phones existed. It's still very rare it's an actual emergency and the parents can always call the school. Most teachers don't allow it being switched on during class anyway. You might think that. But what if a child is walking home and someone attacks him/her and there cell phone was still in school lock up. Kids should be alowd to have phones on them but on silent, and therfore instead of taking the phone give them a lunch detention. Seriously..
