I'm guessing that you are trying the hot tap,in which case the initial pressure reduces.The reason for this,is that the water in the water heater tries to expand when it's heated,thus increasing the pressure you normally have...So when you open the tap, you let it out, causing you to open your tap further to compensate the drop in pressure.To fix this, ask your plumber to install an expansion tank to the hot water system.(you should also check that the blue temperature dial on the water heater is not set too high)

AnswerYou may have a loose washer in your stop and or in your faucet. Does it ever workright? AnswerI would say that the jumper in the tap is getting stuck or the hot water tank is gravity fed and is not filling up as quickly as the water is exiting from it.
