Yes. You must unlock it however. Rogers currently does unlocking of their phones, ONLY if you have received a hardware upgrade from them (new phone) since the old one was hooked up. I don't fully understand your question. All cell phone plans are measure by minutes. I.E.: my cell phone plan consists of 1000 minutes. They determine their over charge by minutes etc... If you are talking about Go phones, they are also determined by minutes.
If your phone is a GSM phone, then it would not take messages without a SIM card on the phone. It would not even work without it.
ALL mobile phones use a SIM card ! It's how the network identifies the individual phone.
You need to have a GSM/HSPA cellphone. you have to put a sim card inside the phone. But it's not all phone will work on the koodo network because it's a new network, HSPA.
