You have programed the area code with the local number but the phone still tels you it cannot dial the number until you enter the area code when it is already programed with the number?

Different parts of the United States have different and sometimes finicky rules about how you can dial a local call. There is a recommendation (unfortunately non-binding) that all calls within the United States should be permitted to be dialed as 1-area-number (for example, 1-499-555-0123), whether or not the area code is the same and whether it's a local or toll call. However, in some areas you must dial only the 7-digit local number. In other areas, you must dial the area code and number, but you must not dial the '1' prefix for local calls. In other areas, you must dial 1 plus the area code for all calls, local or toll.

It's hard to be sure, but it sounds like maybe you are using a landline phone that wants you to enter your area code, so that it can try to figure out how to display Caller ID numbers and how to call back a number from your Caller ID list. If that is the case, consult the owner's manual of your phone.
