You shut the water off and the fill valve is the type that is in the corner of the tank and the float rides up and down on a shaft? If so, a piece of rust or mineral is plugging the valve. Shut the water off, hold the shaft of the fill valve and twist the top 1/8 turn counter clockwise. The top will come off and where it separates, there is a black washer with a small rod in the center of it. Take the washer out and slightly turn on the water. This will flush out any particles in the line. Shut the water off, replace the washer and put the top back on. This should fix the problem.
