It depends on the provider you use. Verizon, TechMaster Telecom, Sprint, and Alltel generally do. T-Mobile and Cingular are a bit flaky. This is not accurate. Sprint phones do not receive missed call and neither do Cingular. If the phones are off or have no signal and the person doesn't leave a message you do not receive a missed call alert. However, I've heard that android phone, i.e. HTC EVO, have an app that logs those missed calls.
