I'm no expert at writing speeches but here goes:

(This is how I wrote mine anyway)

Starting out:

I started out with "The book I'm reviewing" or "The book I have chose to review is"

I've then told the listener a bit about the main character (s) and what there like.

Then I've mentioned what basically happens without giving to much away.

I mention whether it's in a trilogy or not, who it's published by, how much it costs.

To conclude:

I write my opinion (whether I liked it or not, my star rating, what I disliked etc)

Then I put whether I recommend it or not and what ages it for and why.

Tips:

I write a few rhetorical questions through out it

Use a variety of adjects

Use persuasive language

Maybe give a snippet of an interesting sentence

I hope this helps and your speeches are successful :)
