There are a couple kinds of plug cutters. Plug tobacco is a type of solid brick chewing tobacco, the old twists and that were the way chewing tobacco used to be sold, nowdays they're not so popular but can be found at some tobacco shops especially in Kentucky, Tennessee, Indiana etc. One plug cutter is usually about the size of a keychain used to cut portioned plugs from the small bricks of plug tobacco. An antique plug cutter is more like a small tabletop machine that resembles a small paper cutter. The last kind that I know of is a very small tube with a sharpened blade, similar to the small chewing tobacco one, that is used for certain types of cigars to cut a hole in the end, as opposed to a regular cutter which cuts the end off. Some types of cigars smoke better with a small hole, some get filled with tar if the end isn't cut off ruining a good cigar.

Generally, the difference is that it starts with a different variety of tobacco, and it is prepared differently. Pipe tobacco may be a bit more natural compared to how cigarette tobacco is prepared. Pipe tobacco could be used in cigarettes, but due to the cut, you may have a harder time keeping it lit. Compared to cigarettes, pipe tobacco has more of a range of flavors, since cigarettes only come in regular and menthol.
"Chaw" is just a southern or country way of saying chew. Chaw or chew usually comes in a seal able bag and has much larger size pieces of tobacco then dip or snuff. A "plug" of tobacco is just chew that has been compressed into a brick or solid chunk of tobacco that has to be broken or bitten off. It can also come in compressed sticks that have been twisted or braided together, commonly called a "twist". On a side note, snuff is the fine ground tobacco that you sniff up your nose. snuff is commonly confused with "fine cut". Fine cut tobacco is grainy like sand while snuff is a fine powder like dust. I believe, snuff originally catered towards women who wanted a tobacco habit without a nasty cigarette smell or constant spitting.
