Not if the wick, flint or steel are wet. The flint needs to be dry enough to make a spark and the wick has to be filled with lighter fluid. But if you are trying to use your lighter in the rain or only the outside is wet it will be ok as long as the are careful to keep the inside dry.

No if you use a lighter it will make it hard but it will start to crack and not last nearly as long. Try freezing it while its on the dog tag.
