No, smoking is not halal. All what do harm to health is sinful and forbidden in Islam. Also, spending money in what is of no benefit or spending money on what is harmful is forbidden in Islam. One would be asked in front of God on the Resurrection Day on how he/she spent his/her money and on how he/she used his/her health.
