1. Tobacco companies are very rich and politically influential entities in most (if not all) countries. For this reason alone, it is HIGHLY unlikely cigarettes will EVER be illegal.
2. Governments receive ALOT of money from tobacco taxes. For this reason, they would be VERY reluctant to ban cigarettes (and, therefore, give up such a HUGE cash cow).
3. Over a billion people in the world smoke cigarettes. And tens of millions of people smoke cigarettes here in the US. Most are addicted. This creates a relatively large demand for cigarettes.
4. Because of the relatively large demand for cigarettes, making them illegal would simply create a HUGE black market that would be an enforcement nightmare, make criminals out of everyone who smokes, and (much like alcohol prohibition) probably do little to nothing to reduce smoking.
