Practically, YES. Almost all rivers reach the sea. About the only natural exception is the R. Jordan, which flows into the Dead Sea, below sea-level, whence the water is evaporated. Streams entering the Bonneville Salt Flats would behave similarly. Otherwise about the only way a river cannot reach the sea is artificially, by abstraction for irrigation and public water-supplies. I believe this has happened to the R. Colorado.
