A shallow tunnel - like the Paris metro - is dug, and then roofed over. A deep tunnel is bored.

The bridge freezes first unless it has something over it. Because the heat is not trapped on the top of the bridge like it is in a tunnel. In a tunnel the heat does not radiate back out which is similar to the fact that you won't develop near as much frost on a windshield when it is parked under a carport than when out in the open.
