A river fluctuates by different things such as weather, relief, rock type, water cycle, deforestation, urbanization.
The water cycle plays apart by evaporation and transpiration so water rises into the atmosphere and is realised in pores of vegetation. Also because of infiltration where water is taken in by soil and permable rocks ( permable rock are rocks that water can get through while impermable is the opposite) and is taken down further and is now ground water!
Rock type because as i just said permable = less water in rivers impermable = more water in rivers
urbanisation = drains and impermable surface aka concrete mean water gets to the river quicker.
Previous weather also affects it ,if it was dry there is less water if its a wet day more water.
