well dams are not really controlled. The water will go where ever the dam is not covering. There is nothing controlling the dam, The dam controlls the water. It managed though by workers checking up on it every one and a while to make sure that the dam is still strong and stirdy. If it falls, it could resualt in flooding. They are usally made out of brick or stone, strong materials to help hold it together
