There is a type of grass that grows on sand dunes. That holds the sand in place.

The cheapest successful way is to plant some kind of grass that will stabilize the dune.
Various parks have tried fences, boardwalks and native planting to attempt to stabilize sand dunes, to mixed effect. It would not be practical to keep them in place since their nature is to change and move over time. You could arrange to sweep the parking lot daily, or weekly as needed, depending on the weather conditions.

The movement of dunes is called dune migration. If the wind usually blows from the same direction, dunes will move downwind. Dune migration occurs as sand is blown over the crest from the windward side and builds up the slipface. In mostly level areas, dunes migrate until they reach a barrier. To prevent dunes from drifting over highways and farm land, people often build fences or plant grasses, trees, and shrubs.

Nothing can help sand dunes from moving , it is a force of nature.
