Usually there is an office and parking for employees next to the toll booth lanes. From there, they can cross the lanes and get to their booth. The Golden Gate Bridge now has no attendants - instead there is a reader that records your license plate and a bill is sent to your home.
Most of the money from tolls is used to pay the people that work there and towards maintenance of the roads. Someone has to plow the snow and fix broken spots.
