Whether or not theme parks exploit people would depend on one's views of exploitation. Exploitation generally refers to using other people in selfish ways to gain an advantage of some sort. One could argue that theme parks pay low wages even though they make vast amounts of money, therefore exploiting their workers. It could also be argued that the general public is being exploited by high entrance fees and inflated costs for food and merchandise.
