Park rangers are federal civil servants, and you apply for the job just like any other job in civil service.

Once you are accepted as a ranger in the NPS, you MUST accept whatever assignment your employer gives you. You can REQUEST a specific assignment at a specific national park, but the decision ultimately belongs to the employer.

Yellowstone is (no surprise) a very popular assignment for NPS Rangers. Usually one must either display unique talents related to Yellowstone, or have a lot of seniority, in order to get such a placement.
