The temperature in the Arctic Ocean is a constant 28o Fahrenheit (at least the last time I was there). Since it is constantly in motion, only water near the ice actually freezes.

Though the water temperature is constant, it can be monitored by satellite, ice camp manual temperature monitoring, submarines, and the occasional ice breaker headed north.
