There are lots of reasons why building a dam can cause conflict - some of the more common ones include:

* To create a dam, you are often flooding a large area (the flooding comes because the water no longer flows past the dam and gets accumulated in front of the dam), which can wipe out large areas of housing or wildlife habitat.

* The river that flowed past where the dam is built will likely disappear or be severely diminished, which can impact farmers that used the water for irrigation, villagers who fished/washed/relaxed in the river, and animals that relied on that water source.

* Conflict can also arise in remote areas where the creation of a dam can be an indicator of change to the region, that may be unwanted by local residents.
