I don't know if there is a good answer for this, to prevent coastal flooding from most all causes I would think at least 100 feet above sea level. But even well above sea level a flooded river or stream could cause inland flooding.
Castro is fairly high up and is not in danger of flooding at this time. The lower level streets along the port and Treasure Island will/ have experienced flooding in high tides. Many of these streets and the land is there because it is landfill and to extend the land space the bay was filled in. The city is 52 feet above sea level.
When monsoons come in it floods rivers and the Bay of Bengal.... Bangladesh is also not very high above sea level... only about 40 feet.
