From what I know its floods that do that and thats not usualy blamed on people ,however they can certainly effect the runoff etc...and have even dug out areas to intentionally flood first in order to save others in the surrounding area.Im sure there are lots of other examples of humans F**n w/ Mother Nature so PLEASE remember "We all live downstream"
