It may have to do with the way the universe was created. Certainly if there was a lot of antimatter created, much of it may well have come in contact with matter through the billions of years the universe has existed. That would have resulted in the conversion of that antimatter (along with a like amount of matter) into energy. There may not have been much antimatter around to begin with, too. But, since the amount of visible matter represents less matter than has been calculated to exist in the uinverse, it may be that there is a good bit of antimatter out there somewhere. Not likely, but possible.
It would be antimatter, and a sample of it (as much of a waste as that would be) should annihiliate on contact with matter, releasing some amount of energy.
The Nile's flooding wasn't constant. Sometimes it would flood too much, other times it would flood too little. The Egyptians were taxed based on the flood levels.

Not much; as soon as the antimatter meets with normal matter, they annihilate (destroy) each other. That doesn't leave you much time to build anything; a few small atoms have been built, though.

The amount of water on Earth is finite - most of it is held in the oceans. For a flood to occur, it has to rain; for it to rain, the water in the oceans has to evaporate to form clouds. Floods can occur in limited regions when the rainfall is much greater than normal, but the water soon runs off, back into the ocean. Of course, it would not be possible for a flood to cover the entire earth, both because there is not enough water and because the floodwaters would run back into the oceans so quickly.
