Woodrow Wilson did not give Colombia 25 million dollars for the Panama Canal in 1921. John Hay, the secretary of state, offered Colombia an initial amount of $10 million plus $250,000 yearly in 1903, to borrow a strip of land where the Panama Canal is going to be built. Unfortunately, the offer was declined. But later on, after Panamanians won their independence, Theodore Roosevelt offered the same deal to Panama, not Colombia. Panama did accept this offer and the Panama Canal wasn't finished until August 1914.
The U.S. supported (fostered) a revolt by Panamanian separatists in Columbia. The war only lasted a few hours and Panama became a separate nation that the U.S. dominated. They paid Panama a few million dollars for 100 year rights to the Canal Zone.

Pacific and technically Atlantic because the Carribean Sea it tiechnically part of the Atlantic. In the 1880's or 1890's the US wanted build the Panama Canal. The land at the time belonged to Columbia but Columbia said no. So the US started a revolt in Panama and recognized the Panamanian Government which gave authority to build the canal.
