Probably. Water can be very 'hard' when hit from a large height. Professional divers in high dive contests have to have water that is agitated to provide enough softness to be able to hit the water safely.

Once you hit terminal velocity, 117 to 125 miles an hour, water is not going to be a big help. The water doesn't move out of the way fast enough to be much help in cushioning the fall. It is pretty much like hitting concrete.
