No, it is not. Technically speaking it is safe to swim near the surface, however at about 60ft below oxygen runs out and it becomes toxic. So, long story short, no it's not safe.

Correction: I beg to differ. So long as the swimmer (one who is not using Scuba gear) remains on the surface, it is safe to swim. If one finds themselves down 60 feet in the lake without any breathing apparatus, I'm sure then that the issue of safety is no longer an arguable point.

Of course, swimmers should never swim alone in waters that are not overseen by lifeguards and watch out for any broken glass by the shores.
