Anything can be a landmark but yes, the Tower of Pisa is a building, its also slightly tilting and left alone, it would fall over.

ADDED: The Tower of Pisa is a building that is also a famous landmark, perhaps more famous because it is leaning over due to the foundations subsiding. (It would have been plumb when built!)
