I was just at the dam yesterday (7-21-2013), and I had the same question. I asked a structural engineer colleague of mine about this, and he said that since the entire assembly is under compression, there is no need for steel in the dam. The arch shape of the dam loads the structre to maintain this compression.

There is a significant amount of reinforcing steel in the intake towers that allow water to flow to the turbines.
