Intergovernmental transfers refer to the flow of funds from one level of government to another, such as from the federal government to state or local governments. These transfers are often used to support specific programs or initiatives, redistribute wealth, or address regional disparities in resources.
To redistribute wealth means to bring equality to everyone in wealth. To achieve this, the government for example, will tax the wealthy to provide for the poor. That is what it is to redistribute wealth.

Government officials are responsible for implementing and enforcing laws, policies, and regulations that govern a society. They serve to represent the interests of the public, manage public resources, and ensure the delivery of essential services. Additionally, they engage in decision-making processes, oversee various government departments, and maintain transparency and accountability in their actions to promote the welfare of citizens.
Egyptian government officials typically lived in urban centers, particularly in cities like Thebes and Memphis, which were key administrative and political hubs. Their residences were often large, well-constructed homes that reflected their status, featuring multiple rooms, courtyards, and sometimes gardens. These officials also had access to resources and amenities that underscored their elevated position within society. Additionally, some officials may have lived near the royal palace to facilitate closer proximity to the pharaoh and central governance.

Most of the "rich" countries you speak of do send relief, but the resources sent are intercepted by corrupt government officials who sell, what they don't need for their armies, to fund their wars. Most of the countries who's people are crying for relief are in their state of poverty due to the corruption of their government officials. How do you issue relief to the individuals you speak of, when those in control don't care about the suffering they themselves cause?

That depends on the structure of control of society's resources. In a social democracy (i.e., mob rule), an elected body decides. In a dictatorship, the dictator of someone under him decides.
