If the wall of china which you mentioned refers to the Great Wall, then, yes, it's for keep the nomad's troop out. There were many nomadic tribes living on the great grass land outside of the wall. As nomads, they don't have fixed habitant, but people inside the wall did. Thus, they may attack the hanPeaple(chinese living inside the wall), but all Chinese people can do is defense. Chinese soldiers seldom win on the grass land which means they can defense but can't attack into the nomad lands. So, from Qin Dynasty( 221-207 B.C )( smaller Great wall exist even earlier) to Qing Dynasty(1644-1911), Chinese gov has never stopped working on the wall.(Qing was once a nomadic race who is kept out by the wall before they fight through it). So, the wall is built through even all china's history. And it failed several times, ( Mogolian and Man people's troop has all trampled trough.)( I'm a Chinese student, maybe not easy to read, but you can understand it I think)
