Yes. The only way to get to the observation deck is by elevator. The stairs closed after September 11, 2001 and have not reopened. There are two floors once you get to the top. The observation floor and a exhibit floor. The stairs between the two are the only ones you can climb at this point.

Sadly the Washington Monument is closed due to an earthquake that occurred on August 23, 2011.
